Shenelle Fina Francis

Born and raised on St. Thomas, Shenelle Fina Francis is a mother of two boys, a licensed REALTOR® in the U.S. Virgin Islands and Georgia, and a lifelong advocate for her community. Her professional background spans government, healthcare, higher education, and real estate—experience she brings directly to the issues facing Virgin Islanders today.

Fina currently serves as a Procurement Professional with the Virgin Islands Department of Education, where she administers competitive government procurements and ensures compliance with Virgin Islands procurement law. She previously served as a Legislative Executive Assistant in the 28th and 29th Legislatures, supporting legislative research, constituent services, and public policy initiatives, and as an Executive Assistant at Emory University Hospital, coordinating administrative and research operations.

She holds a Bachelor of Science in Business Marketing from Albany State University. A dedicated community leader, Fina serves as a Democratic Territorial Committee Member, grant writer, PTA Vice-President, and HFA Citizen Advisory Committee Member. She has spent years mentoring youth and advocating for environmental sustainability and neighborhood improvement.

This is Fina's third campaign for the Legislature, with each run deepening her connection to the community and sharpening her commitment to getting this right.

Fina's priorities center on tackling the housing crisis through affordable micro-community housing options, expanding trade and workforce partnerships for youth, strengthening public safety through programs aimed at filling vacancies, promoting local agriculture, and pushing for real relief on WAPA outages—including bill credits for customers when the power goes down.

Her campaign theme is Building Community Togetherness Through Innovation.
